The historic cities of Yemen are living cities:

This implies that the cities are still developing, economically, socially and in space. To ensure that the safeguarding of the valuable historic assets will be combined with a sound development, a Planning Framework will be developed, giving guidelines for revitalisation and preservation.
This will lead to the introduction of protected townscapes and Urban Conservation Plans. Incentives should be given to come to a sustainable development of historic cities. An integrated Urban Conservation Plan will lead to a sound economic basis whereby the involvement of the private sector and community-based organisations is crucial.

Revitalisation of historic cities will fully depend on the role these historic centres can play in the development of the city's economy and social life as a whole.
