The programme will assist the principal Ministries and agencies concerned to analyse and review the present roles and responsibilities of the various stakeholders involved in urban cultural heritage conservation. This includes looking into the relevant legislation, rules and regulations. The agencies and organisations concerned will be supported to further develop the institutional arrangements and procedures, to optimise the effectiveness and the efficiency of their joint efforts.

On the basis of clarified roles and responsibilities of the various stakeholders, a capacity building plan will be executed to strengthen the institutions as and where required.

Local as well as international training courses will be part of the capacity building programme. Assistance will be offered to elaborate supportive legislation. It is envisaged that the Government will play a facilitating role to clear the way for the private sector and the community to participate in and to contribute to the process of revitalisation.
